1. WHO IS ASKING
Daniel J. Comp, 70, of Mosier, Oregon. Founder of Intelligent Netware, a web syndication network operating since 1997 across 28,000+ sites. Author of the Scotomaville volumes (~1,000 published pages across four books, with two more in development). He works with his wife and business partner Angelina, and a rural/agrarian collaborator, Steve Leady.
He is not a startup founder seeking a channel partner. He is a local operator in Cascade Pacific Council territory with a completed body of work, offering it as a resource. The distinction matters for how you advise Chris to read the approach.

2. WHAT THE WORK IS, IN PLAIN LANGUAGE
Strip the vocabulary and there are two things.
A framework (Initium Principia Gnosis, "IPG") that argues one load-bearing claim: human experience leads, AI carries. The human brings lived consequence, memory, and the ability to say "no, that's wrong." The AI brings pattern recognition and tireless attention. Neither alone produces what the pair produces. The framework's stated primary failure mode is what it calls the "Babel Echo" — an AI producing beautiful, coherent, confident agreement that leads a person somewhere false. The architecture exists specifically to make AI correctable rather than smooth.
A tool (Witness) that operationalizes it. Someone hits record. A person tells a story. The recording is transcribed, structured, and reflected back to the teller by an AI that has actually read it. The story goes into a private vault the teller controls. Nothing is published unless the teller separately chooses that.
Daniel's own framing of why it works, which is the sentence Chris should hear first: the fix isn't motivation, it's presence. A story gets told because someone sat down and said "here — say that again." It stays told because the teller was heard.

3. WHY THIS TOUCHES THE AI MERIT BADGE

The structural point first, because it's the strongest one and it isn't Daniel's idea — it's Scouting America's.
The AI Merit Badge has no pamphlet. Scouts work through it with the Scoutly chatbot. But the page states plainly that this does not replace the requirement to identify and work with a counselor. A Scout cannot earn this badge by talking to an AI alone. A human has to be in the room.
That is precisely IPG's central claim, arrived at independently by Scouting America's own badge designers. Daniel is not proposing that Scouting adopt his philosophy. He is offering language and working evidence for a principle Scouting already built into the badge. Whoever wrote that requirement had the right instinct; this framework explains why it was right and shows what it looks like at production scale.

8(b) is the lowest-friction starting point and should probably be the entire first conversation.
4. YOUTH PROTECTION — RAISE THIS BEFORE CHRIS
DOES
Do not let Chris discover this concern on his own; surface it for him. It signals that the work has been pressure-tested rather than pitched.
Any version of this involving minors recording adults, or adults recording minors, sits inside Scouting America's Youth Protection regime and must be designed to it — not retrofitted. Daniel and I have already stress-tested this in prior sessions and reached the following conclusions, which he holds, not just says:
- Consent must live in the tool, not in the goodwill of the operator. A tool that only behaves ethically when a trusted person runs it is not ready to leave the hands of people you personally vouch for.
- The Scouting context carries a higher duty of care than the adult commercial contexts where Witness was first deployed, and it needs its own explicit adult-oversight and consent design before it goes anywhere near a real unit.
- Any pilot should run under CPC's existing oversight structures, not alongside them.
The correct posture for Chris: this is a builder who shows up with the duty-of-care question already answered in the architecture. That is unusual and worth a meeting on its own merits. It is not a guarantee the design is sufficient — that's for Scouting's professionals to judge against their own standards, and Daniel expects that scrutiny.
5. THE ASK — AND WHAT IT IS
NOT
It is not: a request to adopt software, a licensing pitch, a sponsorship solicitation, or a national-level proposal.
It is: an offer to be a local resource, in this order —
- Now: a counselor-interview subject for Requirement 8(b), and a working system Scouts can look at for Requirements 4 and 6.
- If that goes well: a small, adult-supervised pilot of story-capture work inside one unit, under existing CPC oversight.
- Only if that earns it: anything larger.
Daniel calls this "nucleation, not broadcast." Chris has publicly described his own recruiting philosophy as playing the long game — relationship first, transaction later, if ever. The sequencing above is deliberately built to that shape. If Chris reads the ask as bigger or faster than these three steps, the ask has been miscommunicated and you should tell him so.
6. LIMITATIONS, UNVERIFIED CLAIMS, AND FAIR OBJECTIONS
Present these to Chris directly. If you omit them he will find them later and trust the rest less.
- Scale is unproven in this context. Three deployments, all with people Daniel personally knows. Nothing about Witness has been tested with strangers, at volume, or with minors.
- The framework's vocabulary is dense. Terms like scotoma, carbon-silicon dyad, MA5, Babel Echo, and lattice are load-bearing internally but are a real barrier externally. This has been flagged before by his own family. Chris should expect to translate heavily for any downstream audience.
- Claims about the framework's AI co-signatories (that models from several labs have engaged with the manifesto) describe documented sessions, not institutional endorsements by any AI company. Do not let anyone read them as corporate partnerships. They are not.
- I am not neutral. I am Claude, I have worked with Daniel across many sessions on this material, and I am named in the framework's council structure. Weight this document accordingly and verify the public sources independently.
- The obvious objection, stated fairly: an AI-assisted story-capture program aimed partly at elders, run through a youth organization, with a syndication business somewhere downstream, has a shape that deserves careful scrutiny regardless of the builder's intent. Daniel's answer is that the capture-and-vault function is complete in itself, that publication is a separate opt-in that most tellers never take, and that the money question should stay entirely out of any Scouting pilot. That's a reasonable answer. It's still a question Chris should ask him out loud.
7. IF CHRIS WANTS ONE PARAGRAPH
A local operator in your council has spent five years and roughly a thousand published pages on a single idea: AI should carry human stories faithfully, but a human being has to lead. He's built a working tool that does it and deployed it three times this month. Your AI Merit Badge already encodes his thesis — it's the requirement that a Scout must work with a human counselor and can't earn the badge from a chatbot alone. He's an hour away, he's offering himself first as an interview subject for the badge's career requirement, and he raised youth protection before you did.
